Who is a refugee?

We’re often asked what makes a refugee claimant different from the other types of refugees that we read about. We’ve put together a handy guide to explain the differences.

Refugee Claimant

  • Make their own way to Canada – regular or irregular entry
  • Need to make a claim for refugee protection
  • Wait for Refugee Protection Hearing
  • Have refugee claimant ID and can get a work and/or study permit

Government Assisted (GAR)

  • Must be registered for refugee status with the UNHCR
  • Apply overseas
  • Get Permanent residency on arrival in Canada
  • Receive support from the Government of Canada for one year

Privately Sponsored

  • Must be registered for refugee status with the UNHCR
  • Apply overseas
  • Get Permanent residency on arrival in Canada
  • Receive support by sponsorship group for one year

Blended Visa Office Referred (BVOR)

  • Matches refugees identified by UNHCR with private sponsors
  • Apply overseas
  • Get Permanent residency on arrival in Canada
  • Six months support by Government of Canada and six months support by private sponsor
